Not sure if that solves tanking Daryl Morey suggests- just makes it a little less incentivized. Now it's a race to the worse as you will still be guaranteed a top 5 pick. I think there should be also be penalties for teams that shutdown players or do other obvious actions to increase their chances to lose.
